Yes, but only to the upper chest and head. The published close-range torso damage is 118, and it holds above 92 out to 40m — both clear the 100 health pool. Limb hits still need a follow-up.
Q2 Mosin-Nagant or a real sniper rifle? +
Take the Mosin for mobility and ADS speed; take the KG-7 Vulcan or Signal 50 for absolute lethal range and suppression. The Mosin is a marksman that moves with the squad, not a hard-scope.
Q3 Why is there no TTK figure for this gun? +
Because it kills in one shot, TTK depends entirely on whether you hit a lethal zone. A single average in milliseconds would be badly misleading, so this page shows damage and lethal range instead.
The only marksman that combines one-shot lethality with movement you can actually live with.
